I am trying to score paper-and-pencil-tests of TCI version 9 - revised 10-26-92, using Vienna Test System version 6.31.024. I believe we have a basic licence. Shouldn't this allow us to use this scoring option?

It would appear that TCI is not implemented for Paper & Pencil scoring.  We can make a request of Schuhfried on your behalf to have this added.
